Singapore Customs Advance Manifest Regulations

Dear Valued Customers,

With the passing of the Free Trade Zones (Amendment) Bill on 4 Oct 2023, Singapore Customs has introduced a FTZ operator licensing regime and requires FTZ cargo handlers and shipping agents to provide more detailed cargo information for Singapore Export, Import, and Transshipment Cargo (from 1st September 2024).

To ensure smooth operations, ONE will start submitting this information earlier, starting 1st August, 2024 (ETA Singapore basis). Please ensure timely submission as per the stated manifest submission cut off time to avoid potential penalties. 

Note: ONE will not be held responsible for any penalties incurred due to customers' failure to comply with Singapore Customs' regulations.

Information required:

* Container number(s) declared to be tagged to a corresponding B/L no.
** Fields to be tagged to a corresponding cargo description.

Manifest submission cut off time:

Inbound Singapore including Transshipment (Long transit)
x BL data complete and ready to submit 2 working days before vessel arrival at Singapore port.

Inbound Singapore including Transshipment (Short transit)
x BL data complete and ready to submit 1 working day before vessel arrival at Singapore port.

Singapore outbound including Transshipment (Long and Short transit)
x BL data complete and ready to submit 1 working day before vessel arrival at Singapore port.
 

Non-compliance:

Singapore Customs will evaluate each instance of missing, late, or inaccurate BL data submissions individually to determine the reasons for non-compliance and the suitable penalties. Shipping agents failing to comply with the requirements of this Circular under Section 14N(2) of the Act, without a reasonable excuse, may face fines up to $10,000, imprisonment for up to 12 months, or both.
